Balaguer is the capital of the comarca of Noguera, in the province of Lleida, Catalonia, Spain. It is located at 233 metres above the sea, by the river Segre, a tributary to the Ebre. Population 13,103 (1996.)

Balaguer was conquered from the Moors by the Counts of Urgell in 1106, who made it their new capital.

The town has a Gothic bridge over the Segre river.
