If section headers are malformed, the software that counts them and creates the table of contents recognizes this, but the portion that counts sections for editing does not, and as a result an imbalance occurs.

This is section 7, not 9. Confirm you clicked on Section 9 and got here instead. This is a bug. This section has a malformed header, and causes an imbalance.
Section 8A This has a malformed header.
Click on the edit button for this section. Section 7 will open instead. This is a bug. It's caused by an error in the way malformed headers are treated. I found this by accident, and couldn't figure out why I was getting wrong sections when trying to edit a document.
