Confederalism is a form of government in which states within a nation have the most control over their laws. It is generally accepted that in a confederacy, the federal government exists only to discuss what actions the country in general should take, to organize the military forces of the states, to discuss state and federal borders, and create a close alliance between states.
The individual states would create their own laws, militias, and governments.
Proponents of confederalism suggest this form of government as an alternative to federalism. They point out that in a federal government, one's is "ruled by the majority." In other words, one's opinion and one's vote can do very little to oppose laws and decisions supported by the majority of the entire nation, and one cannot get a law passed unless the majority of the nation both hear of and agree with it. They argue that in a confederacy, one could practice freedom of association, moving freely to a state or town in which the laws most closely match those that one would prefer. Additionally, voters in a confederacy have the most direct control over their own laws.
Although states create a few of the laws, the United States of America has a system of government in which federal laws override local laws, thus it is generally considered a federal government.
