Elijah Eugene Cummings (born January 18 1951), American politician, has been a Democratic member of the United States House of Representatives since 1996, representing the 7th District of Maryland. He was born in Baltimore, Maryland, was educated at Howard University and the University of Maryland, and was a lawyer, judge, member of the Maryland House of Delegates before entering the House. He is a member of the Congressional Black Caucus and has been its Chair since 2003.
