It was founded by Richard Stallman, and works primarily on the GNU project. The FSF focuses primarily on developing new free software as opposed to distributing whatever may be available at the time. On November 25, 2002 the FSF launched the FSF Associate Membership program. Their site is very vague on their organizational structure, but Richard Stallman is president and founder.
