He charges up for the Kamehameha (upto KA-ME-HA-ME) high up in the air pretending to shoot the kamehameha from there(which would blow the earth away if he did) and then uses the Instant Transmission(The Yardrang trick) to appear come right in front of Cell and blasts him with the final words(HA).It was somewhat tricky because Cell had no idea and Goku caught him off-gaurd.
