He was an eminent victorian civil engineer who was born in 1824 and died in 1905. He designed many sewage schemes and fresh water schemes.

His most famous projects were:

  • Elan Valley Dam for Birmingham, England water supply.
  • Hury Reservoir for Stockton and Middlesbrough, England water supply.
  • Werribee sewage works and farm for Melbourne, Australia.
  • Claymills Pumping Station for Burton on Trent, England Sewage disposal.
  • Laid out parts of Ramsey, Isle-of-Man (drainage).

He became the President of the Institution of Civil Engineers.

Was the Chairman of the Engineering Standards Committee which became the British Standards Institution.
