Jim Moran (born May 16, 1945), American politician, has been a Democratic member of the United States House of Representatives since 1991, representing the Eighth Congressional District of Virginia. Born in Buffalo, New York, he attended the College of the Holy Cross and the University of Pittsburgh, graduating with a Masters degree in Public Administration. He was elected to the Alexandria, Virginia City Council in 1979, serving as Deputy Mayor from 1982 to 1984, when he was forced to resign because of a misdemeanor conflict of interest charges. Nevertheless, he was elected Mayor of Alexandria in 1985. Elected to the House in 1990, he serves on the House Appropriations Committee and the House Budget Committee. His brother, Bryan Moran, is a member of the Virginia State House of Delegates.
