Josef Zemp (September 2, 1834 - December 8, 1908) was a Swiss politician.
He was elected to the Federal Council of Switzerland on December 17, 1891 and handed over office on June 17, 1908. He was affiliated to the Christian Democratic People's Party. During his office time he held the following departments:
- Department of Posts and Railways (1892 - 1901)
- Political Department (1902)
- Department of Posts and Railways (1903 - 1908)
