Governor Julian Morton Carroll served in office from 1974-1979 as a Democratic Party affiliate. Originally from McCracken County, KY, Carroll continued to reside in that county. His occupation was a Lawyer. Julian M. Carroll succeeded to office when Ford resigned, then was elected to a full term. Governor Carroll's administration increased funding for primary and secondary schools, created the Department of Energy, and advocated the use of coal to offset the energy crisis. Julian M. Carroll also served as Chairman of the National Governors Association in 1978.
