Section 1 runs from the United States Highway 1 and United States Highway 9 Truck routes in Jersey City, New Jersey to the line between Kearny, New Jersey and Belleville, New Jersey at the Rahway River. Section 2 runs from the border between Newark, New Jersey and Belleville, New Jersey at the Second River to the border between Essex County, New Jersey and Passaic County, New Jersey in Nutley, New Jersey.
