A soft reboot is restarting a computer with the usual restart procedure or command. It usually refers to an orderly shut down, then restart (reboot). A soft reboot is when a computer is rebooted (restarted) without removing power. This is done (perhaps) to save some wear and tear on the hardware. This is also sometimes known as a warm reboot. A soft reboot is more convenient than powering the computer completely down then back up.
