Charles A. Moose served as the 15th Montgomery County, Maryland Police Chief from August 2, 1999 to June 18, 2003, when he resigned to write a book. During 2002, he became known nationwide as the primary official in charge of the Beltway snipers investigation.

Moose earned a PhD in urban studies and criminology from Portland State University.

In September 2003, he released a book about the investigation titled Three Weeks in October: The Manhunt for the Serial Sniper (ISBN 0525947779). He resigned because he was barred by law from writing the book while still performing his job.
