Devils Lake is a city located in Ramsey County, North Dakota. As of the 2000 census, the city had a total population of 7,222. It is the county seat of Ramsey County6.

There are 3,508 housing units at an average density of 215.7/km² (558.3/mi²). The racial makeup of the city is 89.23% White, 0.22% African American, 7.84% Native American, 0.28% Asian, 0.00% Pacific Islander, 0.21% from other races, and 2.23% from two or more races. 0.55% of the population are Hispanic or Latino of any race. There are 3,127 households out of which 27.5% have children under the age of 18 living with them, 41.2% are married couples living together, 11.3% have a female householder with no husband present, and 43.3% are non-families. 37.7% of all households are made up of individuals and 18.0% have someone living alone who is 65 years of age or older. The average household size is 2.18 and the average family size is 2.87. In the city the population is spread out with 24.0% under the age of 18, 10.0% from 18 to 24, 25.6% from 25 to 44, 19.3% from 45 to 64, and 21.1% who are 65 years of age or older.
